Why are hair skills taught seperately to make-up?

If you ask 10 make-up artists what their weakest area is, it is almost guaranteed that at least 9 of them will say that it is their hair skills. Why? Because most make-up courses teach hair styling at surface level, rather than in any kind of detail. It has become a vicious circle, as most of the training providers are such make-up artists, which means that the standard of hair styling will never improve.
